Turkey charged the Kurdish Regional Government import/export tax for
allowing the Peshmerga weapons to cross the Turkish border on it's way
to Kobani - which is why there was such a delay in dispatching the weapons
Turkey sold shiploads of Kurdish oil on behalf of the
Kurdish Regional Government but has NOT paid them yet
