1. Arab Settlers should be compensated and given the opportunity to go back to their original places in Southern Iraq.

2. All agricultural agreements between the Iraqi government and the Arab settlers are void, the lands would return to its original owners.

You have a good point regarding on who will make the decision. The important thing is that the Kurds have Kirkuk as their Capital.

I read on http://english.aljazeera.net/News that the Arabs had a conference in Kirkuk and are ,of course, against their 'deportation, transfer or resettlement in exchange for money in southern Iraq'. The Arabs also 'refused the idea of joining Kirkuk to the Kurdish region'. The Arabs are saying they will 'use force if they have to in order to protect their presence in Kirkuk.'

I think the Arabs are frightened that the Kurds will have Kirkuk as their capital. They will try in every way they can to prevent it happening. I seriously doubt the Arabs will be successful in their afforts to do the such.

They discovered oil in area's where Sunni Arabs live.
The suppression of ethnic cultures and minority religious groups in attempting to forge a modern nation were not unique to Turkey but occurred in very similar ways in its European neighbours - Bruinessen.

There are still speculations about it. But it was reported in the Iraqi media.
