No, it can not fly. If it flies it will over turn immediately.
I wish him good luck. Unfortunately from the look of the machine, I can say he has not applied aerodynamic principles and fixed the tanks at the wrong place. These tanks supposed to be at a lowest point to keep the plane balanced. At this high position, they cause the plane to overturn immeidiately.

While the good intention is there , the Knowledge is not . Good luck though and glad to see our youth have such big big ambitions .
